Comprehensive capabilities for development excellence
PMEL Advisory Centre offers a comprehensive suite of technical and advisory capabilities designed to strengthen systems, enhance accountability, and deliver measurable development and humanitarian results.
PMEL Advisory Centre provides technical leadership in the design, planning, budgeting, and management of development and humanitarian programmes. This includes development of concept notes, grant proposals, business cases, and resource mobilization strategies that align with donor priorities, national development frameworks, and institutional strategic plans.
The Centre supports partners in strengthening programme logic, results frameworks, and implementation strategies to ensure efficiency, coherence, and sustainability.
We support the development of high-quality policy and strategic documents, including sector policies, guidelines, policy briefs, business proposals, letters of intent, confidentiality agreements, and partnership frameworks.
These outputs are designed to strengthen governance systems, inform decision-making, and support structured collaboration between institutions and stakeholders.
The Centre provides robust technical support in the design and implementation of monitoring, evaluation, accountability, and learning systems. This includes baseline, midline, endline, and impact evaluations, as well as operational and applied research for governments, development partners, NGOs, and private sector actors.
Our approach integrates mixed-methods research, ensuring triangulation of quantitative and qualitative evidence to inform programming, policy, and investment decisions.
PMEL Advisory Centre applies advanced analytical techniques to generate actionable insights for decision-making. The team has strong expertise in quantitative and qualitative data analysis using SPSS, STATA, NVivo, EPI-INFO, and UCINET.
Our work emphasizes data integrity, statistical rigor, and the translation of complex datasets into clear, policy-relevant findings.
We design and deploy digital data collection and monitoring systems using platforms such as ODK, SurveyCTO, ONA, and KoboToolbox. This includes questionnaire design, scripting, real-time data monitoring, and end-to-end data quality assurance mechanisms.
Our systems ensure accuracy, reliability, and timeliness of field-generated data for informed decision-making.
The Centre conducts institutional capacity assessments, organizational diagnostics, policy analysis, and feasibility studies to support institutional reform and programme effectiveness.
These assessments provide evidence for strengthening systems, improving service delivery, and guiding investment and programming decisions.
PMEL Advisory Centre facilitates high-level policy dialogues, stakeholder consultations, programme reviews, and strategic planning processes.
In addition, we provide tailored capacity building, training, and mentorship to strengthen institutional systems, enhance technical competencies, and promote sustainable learning within organizations.
